RESEARCH What the Research Says About Charter Schools 2000 Covering research from as far back as 1994, "The Center for Education Reform has analyzed the existing research universe and identified 53 actual research-based studies that draw conclusions based on evaluation of data. The conclusion of the overwhelming majority (50) of these papers is that charter schools have been innovative, accountable, and successful and have created both opportunities for the children who attend them and a 'ripple' effect on traditional public schools within their jurisdiction." The Education Freedom Index This study focuses on the availability of various kinds of school-choice in each state, including school vouchers, education tax credits, charter schools, home schooling, and open enrollment. Each state is ranked for overall education freedom as well as in each of the various kinds of school choice. New York ranked 27th for overall education freedom, 15th for availability of charter schools, 8th for government-assisted private school options, 47th for availability of home school options, 19th for availability of inter-district transfer options, and 23rd for availability of relocation options. School Choice 2000: What's Happening in the States In this report, Nina Shokraii Rees, Senior Education Analyst at the Heritage Foundation, provides information about the status of the school choice movement in each state. Various statistics and analyses, including enrollment in K-12 public and private schools, K-12 public and private school performance, K-12 public school expenditures, K-12 public school teachers, background, position of the governor, composition of the state legislature, and recent developments.
